Natelli's involvement in Quantum Frederick and the associated environmental violations:

Tom Natelli Sr., President and CEO of Natelli Communities, and its affiliates, served on the board of Quantum Loophole (QL) for a period of time and had high hopes for the company. He did not serve in a management role and our company had no involvement in Quantum Loophole's management of the day to day operations. A series of issues occurred, including environmental violations, associated with the day-to-day management and when it became clear to Tom Natelli that he could not influence the management and direction of the company, he resigned from the board of directors in the summer of 2024. 

As for Tom Natelli's current role and involvement with the Frederick project, it is worth noting that the company and management team (Quantum Loophole) that was running the project was fully replaced at the end of 2024 by Catellus Maryland.  Tom Natelli agreed to join the board of that company at the end of 2024. 

What is the park construction timeline?

Natelli will be required to start the construction on the park no later than 12 months after the closing date on the County property, this date would be set at the contract execution. Once the park plans are approved by the County, construction will take approximately 1.5 to 2 years to complete the park. 

Why is a PILOT (payment in lieu of taxes) proposed?

During the BOCC presentation on March 24th, 2026, Natelli proposed that the County revisit a PILOT. The reason behind this is due to the large value decreases when business personal property is depreciated. The compute equipment within the data centers has a significant price tag and depreciates quickly, estimated to be a 4-year period. Based on the economic report completed by Sage, business personal property is estimated to be $47.1 Million for year 1, $35.4 Million for year 2, $23.6 Million for year 3, and $11.8 Million for year 4. Having a PILOT in place would allow the County to average the business personal property tax revenue to create a recurring constant revenue source with no variations due to the depreciation of business personal property. A PILOT does not exempt a project from paying taxes; it establishes steady payments to the County in lieu of fluctuating tax revenue based on the business personal property value each year.
